Thrive Homes Awarded Substantial Assurance for Landlord Property Compliance
Thrive Homes has been awarded a level of substantial assurance by Pennington Choices following a comprehensive landlord property compliance health check, recognising the organisation’s strong governance, robust systems, and strong customer safety culture embedded throughout the organisation.
The independent review confirmed that Thrive demonstrates high levels of assurance, transparency, and technical competence, with only medium to low-priority recommendations identified to further enhance visibility, documentation, and consistency.

- Strong governance and oversight: Clear executive roles, responsibilities, and escalation routes through the Executive Team, Customer Forum/Committee, and the Board underpin a culture of assurance built on accurate data, evidence, and regular reporting.
- Robust compliance systems: Monthly compliance reporting and scorecard monitoring go above and beyond expectations, providing transparency and demonstrating a proactive approach to risk management. Thrive also maintains a G1 / V2 rating from the Regulator of Social Housing, evidencing high confidence in governance and viability.
- Positive safety culture: Customer safety and risk management are embedded across the organisation, supported by strategic documents such as the Asset Sub-Strategic Plan (2025–2028) and Asset Management Strategy, aligned to legislation including the Building Safety Act 2022, Awaab’s Law, and the Housing Health and Safety Rating System (HHSRS).

- Innovation through technology: Thrive has implemented new compliance software, Servicesoft, to streamline reporting and data reconciliation. While gas compliance is still being migrated, the system is already strengthening oversight and reducing manual processes.
