New government legislation called the Fire Safety (Residential Evacuation Plans) (England) Regulations 2026 requires landlords to create Residential Personal Emergency Evacuation Plans (Residential PEEPs) for customers who may not be able to evacuate themselves safely in the event of a fire.
This applies to customers who cannot leave their home without help during a fire and who live in:
- a building over 18 metres tall or seven or more storeys, or
- a building that is 11 metres tall (five storeys) that has a simultaneous evacuation strategy

As part of our ongoing commitment to keeping our customers safe, we’re creating personalised evacuation plans for anyone who tells us they may need support.
A Residential PEEP is a plan tailored to you, and we treat every customer individually by looking at:
- Your individual circumstances
- Whether there is anything in your home or building that could affect your ability to evacuate
- What support or adjustments may help keep you safe in an emergency
If you think you would need help in an emergency, we’ll work with you to understand what support you might need.
Our buildings follow a ‘Stay Put’ approach, meaning your plan focuses on staying safe in your home unless the Fire and Rescue Service tell you to leave.
If you do need to leave, your plan will explain the safest way to do this.
Not every customer will need a Residential PEEP. We’re working to identify customers who may benefit from one, but we’re also asking you to let us know if you think this support would be helpful for you.
What do you need to do?
Please consider whether anything might prevent you from leaving your home safely during an emergency evacuation.
If you think you might need a Residential PEEP:
- Tell us – we’ll arrange a person‑centred fire risk assessment in your home.
- We’ll visit you to understand your needs and, if required, create a personalised evacuation plan.
- With your consent, we’ll share your plan with your local Fire and Rescue Service, so they have accurate information in case of an emergency.
We’re not changing your building’s evacuation strategy. If your building currently has a “stay put” strategy, this will remain the same unless the fire service asks you to leave.
We simply need to understand who may not be able to self‑evacuate, so the Fire and Rescue Service has the right information in the event of a fire.
